The UNESCO’s educational policy is Education for All. This is also a slogan in all countries, d exactly or similar to this and the UNESCO is more than willing to provide support in the form of technical assistance, design in the educational sector, donor mobilization and more (UNESCO, 2009). Regardless of the economic conditions, countries and their governments should strive to educate their people to provide sustainable human development. Many third world countries are in dire need of teachers, classrooms, and educational materials to support the learning needs of the students.

Also even if the students are willing to go to school despite these situations, they are unable to attend because they are needed in the farm or in the chores in their homes. It is in these situations where governments and education sectors should involve the use of technology in providing education. There are a number of NGOs and multinational companies who are willing to fund projects in relation to these. In the Philippines for example, a television network partners with generous organizations in bringing Sineskwela or School on Air to remote areas (Sineskwela, 2009).

The Sineskwela is an educational show, covering all the various subjects of primary education delivered through dramatizations and a lot of visual effects. The objective is to make learning fun and interesting and delivering it not only to formal schools but to homes as well and to those who have no access to quality education.Some organizations are providing computers and television sets to schools located in depressed areas all over the world. In India for example, a lot of organizations have been donating computers to schools that do not have sufficient funds to provide computer education or at least use computer technology in delivering classroom teaching (Agarwal, 2007).

These are instances where technology is used in carrying out the teaching and learning process, both as a support to the teaching and also as the teaching process. Technology has been recognized all over the world to be that powerful force in bringing about change, and in this case, change in the educational system. The use of technology in education has been around for quite a while and has already been institutionalized in the sense that this is incorporated in teacher education curricula all over the world so that teachers will be equipped with the necessary skills and know-how with respect to the use of technology in education.

Virtual classrooms and distance learning or distance education have come to existence because of the developments in technology that helped change the educational system. Policies relating to these are in place since distance learning is already recognized as an alternative teaching process. This is a good move since this recognizes the diversity of the learning styles and learning needs of students, not to mention learning situations where there is limited or no teachers and school resources.

With these actions, the education for all slogan is being fulfilled. In the US, the policy is No Child Left Behind which is similar more or less with Education for All. These two policies both call for intensified delivery of education by all means to all those in need. It also means the delivery of quality education and seeing to it that the students are not just recipients but actively involved by being able to learn effectively. There is no question about the importance of the application of technology in education.

As such, policy or no policy in place with respect to educational technology, educators, students and all concerned should make use of what is available – high tech or otherwise. Agarwal, N. (2007).
